PROCUREMENT OF RICE/PADDY IN WEST BENGAL REGION

INTRODUCTION : West Bengal State comprising of 18 Revenue Districts and the Metropolitan City of Kolkata. It is having porous long borders with Bangladesh. It is mainly a paddy growing State. People are mainly rice eater. West Bengal is the larget paddy producing State in the country. They produce paddy around 222 lacs MT and Rice 148 lacs tones. 

In West Bengal total area under cultivation for cereals is around 6(six) Million Hectres. Maximuim paddy producing Revenue Districts are Burdwan, Birbhum, Bankura, Midnapore(West), Dakshin Dinajpur& Hooghly. In the remaining Revenue Districts also the paddy is being grown.

Procurement of rice in W.B region is done by FCI under two different scheme viz. procurement of Levy rice and Procurement of CMR ( Custom Milled Rice ) both are accompliced under Decentralised Procurement Scheme prevailing in West Bengal where FCI acts as an agent of state govt. in procurement of levy rice and CMR. Paddy is not directly procured by FCI.


THE ECONOMIC AND SOCIAL OBJECTIVE OF PROCUREMENT

  • Minimum Support Price for the paddy is to be ensured to Farmers. That to be made feasible by involving State Govt. Agencies in Paddy procurement and in turn they will assign the paddy procurement to the village level societies.
  • The constant monitoring at society level will be there that farmers are being paid minimum support price for the paddy and to rule out the distress sale.
  • The need of rice for Public Distribution System in the state of West Bengal and Sikkim is to be procured in the state.
  • The state Agencies may enter into agreement with the Rice Millers for conversion of paddy into rice and deliver it in the state Agencies godowns. The quality of the rice should be as per GOI specification.
  • The surplus rice i.e. beyond the requirement of TPDS allotment may be delivered by state agencies to FCI godowns at acquisition cost for Kharif Marketing Season (KMS) 2006-07.
  • Procured paddy by the Societies on behalf of State Govt. Co-operative Agencies due to lack of infrastructure with the State Agencies can deliver the paddy to FCI and in turn FCI will get it coverted into rice through local Rice Millers. FCI will make the payment against delivered paddy the Minimum Support Price of the paddy as well as incidentals decided by the MOCAF&PD, GOI to the State Co-operative Agencies. The State Govt. can take the delivery of the said rice from FCI godowns if at all they need for the public Distribution System otherwise FCI will despatch the stocks to the other states as per FCI, Hqrs. programme

SYNOPSIS AND PROGRESS OF LEVY RICE PROCUREMENT MADE SINCE KMS 2002-03 BY FCI IN WEST BENGAL

Decentralised procurement was taken by the Govt. of West Bengal during KMS 1997-98 and that has been continuing. However FCI was entrusted the task of Levy Rice procurement from KMS 2002-03 with the prior approval of GOI.
In the KMS 2004-05, the Govt. of West Bengal had requested FCI a high estimate of Levy Rice procurement directly from the Rice Millers viz. 9 Lakhs MT in 18 (eighteen) Revenue Districts of West Bengal and FCI had achieved 3,18,507 MT of Levy upto 30-09-05 during the KMS 2004-05.
